The idea is simple:
There is a debt that debtor simply refuses to pay. Moreover, it refuses to accept existence of that debt! The creditor is openly appealing to bloggers (or anybody who is influential enough to change debtor's opinion on the matter) with promising them quite generous reward if and only if the debt is finally paid off.
The problem is the debtor is extremely powerful! The reward, however, is EXTREMELY BIG as well!
Generally, such approach is going to work no matter whether any debt really exists or not. Obviously, the debt in our particular case is quite real. All we want to mention is, at some point PR campaing will inevitably turn into reality even non-existing debt!
